一、项目背景

　　I. Project Background

　　临空经济是继海运、天然运河、铁路、公路之后，第五波城市发展浪潮的经济发展形式和主要推动力。近年来，《广州市临空经济区条例》和《广州临空经济发展“十四五”规划》先后出台，广州白云国际机场三期扩建工程也在加快建设中，依托国家临空经济示范区、国家级综合保税区、空港型国家物流枢纽、广东自贸区联动发展片区等已有的国家、省功能平台，广州空港经济区将迎来新的发展契机，加快构建以门户枢纽为核心的新发展格局。

　　The aviation economy is the economic development form and main driving force of the fifth wave of urban development after shipping, natural canals, railways, and highways. In recent years, the Regulations of Guangzhou Airport Economic Zone and the 14th Five-Year Plan for Guangzhou’s Airport Economic Development have been successively promulgated, and the construction of the Phase III expansion project of Guangzhou Baiyun International Airport is also accelerating. Relying on the existing national and provincial functional platforms such as the National Airport Economic Demonstration Zone, National Comprehensive Bonded Zone, Aerotropolis National Logistics Hub, and Guangdong Free Trade Zone Linkage Development Zone, Guangzhou Aerotropolis  Development District will usher in new development opportunities and accelerate the construction of a new development pattern centered on gateway hubs.

　　本次国际竞赛由广州空港经济区管理委员会作为主办单位，将借助国际视野和经验，对标新加坡樟宜机场（星耀樟宜）、香港国际机场（SKYTOPIA），充分发挥广州白云国际机场的枢纽优势，明确未来空港经济区的发展方向，统筹机场周边9平方公里区域的规划建设。竞赛面向全球公开邀请具有相关规划设计和产业策划经验的机构参与，集思广益、创新进取，征集具有国际一流水准的规划设计成果，引领白云机场发展，打造具备更高开放水平的门户枢纽片区，形成现代化高质量发展新标杆。

　　This international competition is hosted by the Guangzhou Aerotropolis Development District Administration. With an international perspective and experience, it will benchmark Singapore Changi Airport (Jewel) and Hong Kong International Airport (SKYTOPIA), fully leveraging the hub advantages of Guangzhou Baiyun International Airport, clarifying the future development direction of Guangzhou Aerotropolis Development District, and coordinating the planning and construction of the 9 square kilometer area around the airport. The competition invites institutions with relevant experiences in urban planning and industrial planning from around the world to participate, brainstorm and innovate, collect planning and design results with international first-class standards, lead the development of Baiyun Airport, create a gateway hub area with a higher level of openness, and form a new benchmark for modern and high-quality development.

　　二、工作内容

　　II. Working Content

　　本次国际竞赛的总体研究范围约9平方公里，工作内容包含总体研究、详细规划（含城市设计）、建筑概念设计三部分。总体研究聚焦高水平对外开放背景下白云机场门户枢纽的整体提升策略、产业研究和空间规划，目标实现区域整体发展与联动开发；详细规划（含城市设计）针对重点区域研究功能定位、总体布局、业态策划和建筑空间，并开展交通、公共空间、地下空间等专项规划；建筑概念设计聚焦核心区域，衔接既有方案开展地块建筑概念设计，打造集聚国际吸引力的空港门户枢纽地标形象。

　　The international competition encompasses a comprehensive research area of approximately nine square kilometers. The work content consists of three parts: overall research, detailed planning (including urban design), and conceptual architectural design. The Overall Research focuses on the overall improvement strategies, industrial research, and spatial planning of the Baiyun Airport Gateway Hub under the national policy of high-level opening-up, aiming to realize the holistic development and collaborative development of the region. The Detailed Planning (including Urban Design) focuses on studying the functional positioning, overall layout, business format planning, and architectural space of key areas, and conducts special planning for transportation, public space, underground space, and other aspects. The Conceptual Architectural Design focuses on the core areas, connects with the existing schemes, and conducts the conceptual architectural design of the plots to create a landmark image of the airport gateway hub that exudes international appeal.

　　三、组织方式

　　III. Organization Method

　　本次竞赛采用公开报名的方式，公开接受境内外设计单位报名；组织召开参赛单位遴选会对报名的设计单位进行资格评选及投票排名，按程序择优评选三家入围单位（含联合体），参与下一阶段方案编制；设计单位成果提交后，组织专家评审会评选优胜方案，优胜方案单位继续参与后续方案深化。

　　This competition adopts an open registration method, openly accepting applications from design units both at home and abroad. A selection meeting for participating units will be organized to evaluate the qualifications of the registered design units and rank them by voting. Three shortlisted units (including consortium) will be selected through the prescribed procedures to participate in the next stage of the scheme formulation. After the design units submit their results, an expert review meeting will be held to select the winning scheme. The winning scheme unit will continue to participate in the subsequent scheme refinement.

　　四、报名资格

　　IV. Qualification Requirements

　　1、接受联合体报名参赛，以联合体形式申请的，联合体中至少有一家成员具备下述第4点的资质条件。鼓励由境内、境外规划设计团队及相关专项技术团队共同组成联合体参加，联合体单位不超过三家，其中至少一家应为境内单位。申请单位须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订联合体协议后，不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体，否则资格无效。

　　1. Consortium applications are accepted. In the case of an application in the form of a consortium, at least one member of the consortium must meet the qualification requirements specified in point 4 below. Consortiums jointly formed by domestic and overseas planning and design teams and relevant specialized technical teams are encouraged, whose members shall not exceed three, and at least one of them shall be a domestic unit. Consortiums must submit a consortium agreement and clearly specify the leading unit. After signing the consortium agreement, each member shall not apply independently in its own name, nor form a new consortium or participate in other consortiums. Otherwise, the application qualification will be invalid.

　　2、申请单位（若为联合体，指联合体各方）是合法注册的独立法人或合伙制企业或其他组织，须提供有效的营业执照或注册登记证明。

　　2. The applying unit (if it is a consortium, it refers to all members of the consortium.) should be an independent legal person, or a partnership enterprise, or other organization that is legally registered, and must provide a valid business license or registration certificate.

　　3、申请单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。

　　3. Different units with the same person as the president, or with shareholding control or management relationships, shall not participate simultaneously in the names of multiple applicants.

　　4、申请单位（独立或联合体）须具备由中华人民共和国自然资源部颁发的城乡规划编制甲级资质。

　　4. The applying unit (either independent or a consortium) must possess the Class A qualification for urban and rural planning compilation issued by the Ministry of Natural Resources of the People's Republic of China.

　　5. 若申请单位为境外机构，须与境内的单位组成联合体报名参赛。

　　5.If the applying unit is an overseas agency, it shall form a consortium with a domestic unit for application.

　　注：设计单位的属地以其公司总部(或所属集团总部)的企业工商注册地址为依据进行确定。

　　Note: The locality of the design unit shall be determined based on the business registration address of its company headquarters (or the headquarters of the affiliated group).
